Can anyone assist in a solution to distribute windows
updates to networked windows xp users without being a
local administrator.

Without being a local administrator? Are your clients on a workgroup or a
domain? A domain admin could do it, but on a workgroup, all clients are
sorta self-sufficient. You ought to be the local administrator anyways:
users cannot be trusted farther than they can be thrown (which isn't at
all).
Also, users should never be made administrators. Power Users at most, but
not administrators.
BTW: the military does their updates using a login script per user.
