Windows Update will not work

When attempting to run says Software Update Incomplete.
Went to knowledge base Q174360.
Supposedly all my IE6 security settings are correct, even
tried setting them to low, but no luck.
Then tried the Microsoft solution of removing the ActiveX
controls but still no able to complete updates.
Due to having to clean out the Blaster worm (because I
hadn't been able to update all my old system restore points
are gone so that option of recovery is out.
In a possibly related thing I downloaded KB823980 directly,
but it will not install due to a verification problem.
Cryptography sevices are on.
Everything else seems to be running Ok on the machine so
would rather avoid the reinstall XP solution. Any help you
can give me would be greatly appreciated
