Windows Update Download

I went to MSN Windows Updates and downloaded Update Rollup 1 for Microsoft Windows XP (KB826939) . Download placed a shortcut file with a ~ under it ! Will not allow me to open . What is it ??
 
Hi,

The ~ (tilde) file is a known issue with that update. Uninstalling it is the
only current options. The tilde file is actually just a copy of your address
boot, and if you rename it with a .wab extension you can open it and see
this for yourself. It is safe to delete the file when it occurs (happens
when you open the real address boot).
