WIndows update and other PHP Not being able to use ings

ive been having problems doing/accesing:
sites where i send somthing to it (example: livejournal, xanga, ect...)
posting in some forums
sending pictures via AIM
putting pictures on a site

if anyone has ANY suggestions, please do not hesitate to answer, i am at the
point where in a week i will format and get a new router. thankyou

Go to start/run, and type %TEMP%

See if clearing this foilder will allow uploading again. (after a restart)
