Windows "To Do List" project management software?

What WindowsXP (Office, etc) software allows the creation of "to-do lists" in
which team members can manage a project via software?

Any recommendations is welcome.

1. You can create "to-do lists" in MS Notepad, or in MS WordPad (both
included in MS Windows XP), or in MS Word, or in MS Excel.
2. None of the aforementioned applications are useful for managing a
project. You can manage a project with software designed specifically for
managing projects, such as MS Project.
