Windows Task Manager

Open Task Manager and double-click anywhere on the top Window border.
Somehow, you managed to convert Task Manager to run in "Tiny Footprint Mode".

Task Manager Menu Bar and Tabs Are Not Visible in Windows XP

double click with your mouse on the border of the task manager to go to the
full view.
This feature is built in to task manager when you want to see one of the
diagrams and hide the menus.
In other words its not a bug.
