Why is it that when I close a program (Ex. Outlook) it remains open in the
'Windows Task Manager, Processes' tab? Sometimes there are multiple copies
open.



How due a get these applications to close (End Process) when the program
closes?
 
You would need to investigate what is causing outlook to stay open.
Usually its due to third party addins, eg fax, sync software, DTS or
intergrated anti virus

For a starter, try booting the PC into safe mode, then test Outlook, if it
now exits ok, then you need to check what startup items are intergrating
with Outlook - Probably your AV, uninstall it reboot your PC then reinstall
it without the outlook intergration

Its not a windows problem, its an outlook problem
There are numerous posts on the subject in the Outlook groups
