Windows System Time and Desktop time not matching up

I have recently gotten a laptop and I have had to change the time on my
computer back to a deifferent time zone for traveling, and I was able to
change it back, but when I go to save files, the date and time stamp that
goes on these files are 6 hours ahead of my actual computer and time zone
says, I have gone throuhg the Change system time and date and it still does
it... does anyone know what could be causing this and how i can fix it?

Running WIN Vista Home Prem
Desktop Admin where default runs (only desktop on computer)

Anything would be helpful to correct this
 
You can 'touch' the attributes to change the time last modified.
attrib -a c:\mypath\myfile.ext
 
I tried this and I think that I am doing something wrong, it will not let me
enter it in the command prompt
