Windows startup problem

when XP boots and I select the logon, I get my screen and all Icons but the
tool bar does not appear on the bottum of the screen. All I see in the tool
bar sport in blank area, not even the time appears. At this point, the mouse
will move around the screen but when I move it to the area where the tool bar
is supposed to be it gives me the wait (hour glass) sign. If i click on an
icon in the screen, it will go to wait for ever. I can not even reload XP
since I can not go any further.
Any idea's how to get around this?
