Windows service with winform

Is it possible to have a windows service and a winform to configure
app.config file ?
 
Can you elaborate just a bit more on what you want to do?
A windows service is possible.
A Winforms app that reads? writes? an app.config flie.
This is also possible.

I know I am missing something. . . .
