Windows Restoration When Boot Backup

I must not have some option checked. When XP Pro comes up after a restart
with several windows open, the windows are not restored. I noticed this does
not happen on W2K.

[Explorer >Tools] OR [Control Panel] > Folder Options
View tab >Tick "Restore folder windows at logon"
Click OK

Is there another way? If I bring up IE, it protests that I have my
protection turned off. The reason for it is that I'm using SBC/AT&T DSL, and
it provides all the protection I need. It said something about continuing if
I click the red shield on the tray, but I don't see any shield there.
