Windows reboots after shutdown

When I shutdown Windows, it shuts down and reboots after a few seconds. I
checked Events Viewer\Applications and the only warning is:
"Windows saved user OMEGA\Paul registry while an application or service was
still using the registry during log off. The memory used by the user's
registry has not been freed. The registry will be unloaded when it is no
longer in use.

This is often caused by services running as a user account, try configuring
the services to run in either the LocalService or NetworkService account."
Is this the problem? If so how do I fix it?
 
No new hardware installed. I have even set in the System properties (Startup
and Recovery) not to restart in the event of system failure. Is there
anywhere else that has such a setting?
