Windows Protection file pop up warning!

Why does the window "Windows Protection File" keep popping up after I tell it that I don't want to revert back to the old file and want to tkeep the new version of whatever particular file I seem to have downloaded. It seems to be happening a lot and repeatedly? Is there any way for me to shut this off or am I to keep receiving this message for as along as I run Windows XP as an operating sytem? any help would be great...!
 
Do you know, for a fact, that the file you just downloaded and tried to
install, is NOT going to destabilize your system. That is what Windows File
Protection is all about. To keep the system functioning with the "correct"
files!
