Here's what I did to easily solve this problem on my XP. First off, Windows handles the problem and so there's no threat to your computer. It's just that it's a pain having to delete the pop-up notification every time you boot up.
Therefore, just right click on the open blue area of your task bar which is usually at the bottom of your screen. A window will pop up and at the bottom of the window, left click on "Properties".
A screen called "Task Menu and Start Properties" should pop up. Near the bottom right, left click on the "customize" button.
A "Customize Notifications" window will pop up.
Scroll down the menu of items until you see "Devices or applications disabled". Left click on it.
You'll see a drop down menu which will probably say "Hide When Inactive". Change that to "Always Hide"... and your done. You may periodically want to change the setting back for a day, just for interest sake, to see if there are any other disabled devices or apps, but it's up to you.
BTW I did try fixing registry settings first, but none of the advice on sites like this were applicable in my case, and you don't want to screw around with the registry unless you know exactly what you're doing. If you end up at some point with multiple disabled devices or apps, bring it to a shop. If you're going to spend money, at least you will get the problem fixed at a shop, rather than buying a fixit program which often doesn't work.
