windows popup menus

Can anyone tell me how to correct this problem (when it happens)? You know
those information popup windows we all get when we hover our mouse over
something in the toolbar, windows pops up some info about what it is that our
mouse is on? What causes that popup info window go underneath the toolbar
where you can't read it, as opposed to where it is supposed to be, on top of
the toolbar? I've noticed this with just about every version of windows (to
some degree). Is it something that I can correct/fix/prevent?

They are called Balloon Tips. As for their hiding behind the Taskbar, this
is a known bug. There is no fix. Rebooting or closing and reopening
explorer.exe will make them behave until they act up again.
 
A bug? oh well :) thanks for your speedy reply. As it stands right now
though, the only thing I can do to get it back to normal is reboot....

No, you can end explorer.exe and restart it.

Open Task Manager...
Ctrl + Shift + Esc | Processes tab | Locate explorer.exe |
Right click it | End Process | Answer YES | When Desktop
and Taskbar disappear | With Task Manager still open |
File | New Task (Run...) | Type: explorer | Click OK |
Close Task Manager | Desktop and Taskbar will reappear.
