windows picture and fax viewer

I click on a picture in my pictures and it brings up the windows picture
andfax viewer, but i don't have the toolbar that use to be under the picture
to go back, forward, delete, save and so forth . How can I get it back? i
have windows xp media ediition. Can someone help...

If the window is not maximized, the toolbar may be covered by the
Taskbar. That's all I can think of..
