when i run the tadk manager, i sometimes see a "system
idle process" taking up 96% of the cpu's performance.
is this normal?
if not, how do i change it?

That is normal. It indicates that your computer's CPU is sitting
there idle, with absolutely nothing to do, 96% of the time.

In other words, 96% of the potential computing power of your CPU is
going unused because there is nothing for it to do.
