Windows network requires IP's to work

Greetings

I am also having problems with network sharing under
windows xp. I have just reformated a machine, installed
all patches from windows update, enabled guest account,
set up tcp/ip protocols for the internet, disabled
internet firewall, and enabled netbios. Further I have
shared a folder.

My computer now has access to the internet but windows
networking does not appear to work. When I run "net
view" it returns error 6118. When I open "network
places" and click on "view workgroup computers", I
receive an error "workgroup is not accessible. You might
not have permission to use this network resource...".
However when I type in the IP address of another computer
on the network I am able to browse it.

While the other computers on the network can see my new
computer ini the workgroup, clicking on it returns an
error. However typing the IP address of the new computer
into explorer on the other computers allows my to view
the shared folders of my new computer.

What is wrong here? Can anybody help please.

System error 6118 has occurred. The list of servers for this workgroup is
not currently available
SYMPTOMS: 1) After enabling ICS/ICF, you can't see any computes on My
Network places. If you try, you may get "workgroup is not accessible". 2) If
you use the net view command, you may receive "System error 6118 has
occurred. The list of servers for this workgroup is not currently
available." message.
Resolutions:
1) This behavior can occur if you enable the ICF that will closes the ports
for file sharing by default. To open these ports, right-click the network
connection that is firewall protected> Properties>Advanced>Settings>Service
Tab>Add, Enter 127.0.0.1) for the required Internet Protocol (IP) number.
Enter UDP ports from 135 through 139, and TCP ports from 135 through 139 one
by one (the external and internal port numbers should be identical).
2) This may occur if the workgroup name and the domain name are the
different.
3) No master browser. Starting Computer Browser Service on one of w2k/xp
computers should fix the problem

hence the domain field is empty. They all have the same
workgroup name.

There is not firewall present on this network. ICF is
disabled on all computers.

The computer browser service is started on all machines.

Currently the machines only have access over the network
with each if their IP address is entered in explorer. In

their icons in network places returns an error.
