Windows Messenger MSN plug-in - where?

What happened to the plug-in for Windows Messenger to be
able to access Hotmail? I went to the link posted below
here, but that said it was only for version 4.6, nothing
about 4.7. Is it the same plug-in? Should I download
that one for Windows Messenger?
