windows messenger 4.7

I have windows messenger 4.7. It does not start or load
in anyway. The icon does not appear in the task bar.
When I click on it, I get the "hour glass", as if
something will happen, but then nothing does. The
registry editor indicates that it has the proper registry
values, as per the support website:

I try to "re-install" the program, but when I do, it
tells me to discontinue running windows messenger, even
though I am not running it! This is very frustrating.

If you press control-alt-delete and look at the task manager, either the
Applications or Processes tab, you should be able to find it and end it.
Once it's properly terminated you should be able to re-install it.

The process name is, IIRC, msmsgr.exe.
