Please can someone tell me why, for no reason that I know of, I often get
the message that IE has stopped working? It promises to notify if there is
a solution, but of course there is none, and the programme closes. It is OK
when restarted.

Also how can I get rid if the popups telling me several times a day that
Windows has blocked some startup programmes. I got the message the first
time!

These things are so very irritating, there must be a way round but I can't
find one. I have Home Premium.

Well you can turn off UAC but this is not recommended.
