I have encountered this before and have not figured how to keep it from
happening. I use Windows Mail (Vista) and if I am at a website and I use
their link to "contact us" to email a technical question, I get a popup that
starts the Outlook 2007 wizard for installing that program. How come Windows
Mail doesn't open up? How can I use that link when I don't want to install
Outlook 2007 on my computer?

Thanks everyone for the help

It means that Windows Mail doesn't have all the default protocols
assigned to it.
Open the Default Programs applet, which you can access either from
the Start menu or via the Control Panel, then click the first item:
"Set your default programs."
After a few seconds, a list of programs comes up. Click on "Windows
Mail". If it doesn't respond with "This program has all its defaults"
then fix it by clicking on the option indicated by the first green arrow.
