I've gone thru entire setup process several times, & confirmed no typos, etc.
I continue to get the following error message:

The connection to the server has failed. Account: 'Windows Mail', Server:
'mail.top-dog.org', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error:
10061, Error Number: 0x800CCC0E

What am I missing?
 
It should work. I was able to contact that mail server successfully.
One possibility is that you are being affected by Vista's auto-tuning feature.
Try this:
1. Go to the Vista start menu and type "cmd" (without the quotes)
2. The search results will display a program named cmd.exe
3. Right-click on that and select "Run as administrator"
4. type "netsh interface tcp set global autotuning=disabled" without
the quotatioin marks
5. Test your POP account and see if you can now download your mail.
6. If nothing changes, re-enable the autotuning feature by typing
"netsh interface tcp set global autotuning=normal"

Are you sure that server runs server software? It doesn't seem to be an
internet provider, although it's at least listed in DNS.
