Windows Mail Personal Folders

Can Personal folders be added in Windows Mail? If so, can you please explain
to me how to do it. Thanks,
 
Click on Local Folders. Then: File | New | Folder. Name it. Clock on Local
Folders if you want it out in the open. Click on any folder if you want it
as a subfolder of that folder. OK. Done.
