Windows Mail, Only can send mail after restarting my pc

Since I have a new pc with Windows Vista I I can only send mail after I
start or restart my pc. I can receive mail.
Who can solve this problem.

This may help: Click on Tools, then Accounts, then your email account,
then Properties. If there is no check mark in the box before Include this
account when receiving mail or synchronizing, click on this box, then
Apply. Click on OK, then Close.

Click on Tools, then Options. If there is no check mark in the box
before Send and receive messages at startup, click on this box, then
Apply. Click on Send. If there is no check mark in the box before
Send messages immediately, click on this box, then Apply. Click
on OK.
 
Which antivirus are you using? Some of them are not fully compatible
with Windows Mail.
 
I am using Panda Internet Security 2007.
I havn less problems since I did not mark "scan outgoing mail".
 
Both inbound and outbound email scanning in antivirus programs should
always be turned off. It can lead to severe database corruption.
