"windows logon utility" dialog box repeats... firewall issue?

windows logon utility dialog box repeatedly pops up..
while browsing.. just installed new Norton Internet
security software 2004.
Tried changing firewall settings fow windows utility
program.. Permit/Block.. window still keeps popping up.
Any ideas anyone?

There should be a tick box when it gives you the option to "always use this option for this programe
if you tick this you will not be asked again
