Windows Language Bar

I have windows XP home edition on my PC and I can't seem to get the language
bar to show on the taskbar.
I use two languages on my machine so not having this is a bit of a pain.

I have tried accessing it from the control panel via regional settings but
the language bar button under preferences is greyed out.

If I right click on the task bar and select Toolbars -> Language Bar also
nothing happens.

Any help would be much appreciated.
