Windows key combinations/shortcuts - how do I turn them off?!

I'd be very grateful for any help with the following problem: my laptop
running Windows XP has suddenly begun to do a whole new set of key
combinations/shortcuts. For example:
pressing I then ' gets ‰
pressing e then . gets Ë
pressing o then . gets †
pressing e then ' gets é

....and so on. It's driving me crazy! It does this in all applications. I've
tried a System Restore to before the problem started, but it's still there.
Any suggestions would be gratefully received!

Consult your Notebook's documentation if you have it, if not then have
a look on the maufacutere's weg site.

You did not say if this happens in Word, in Notepad, in
a Command Prompt, in IE or everywhere.

Check your locale in the Regional & Language Setting applet in Control
Panel. I don't know why this would happen suddenly, but make sure you
and your keyboard are in the same country.

If that is set correctly, refer to your laptop manual to see if you've
toggled the FN keys.

Otherwise, the laptop's keyboard may have physical problems and will
need to be replaced. Do that by contacting the laptop mftr.'s tech
support.
