The Installer keeps popping up ecah time I open a folder or a program.

I have checked that it is the most up to date version and it appears to be..

Recently downloaded the install clean up program from MS - seemed to start
after that.

Nope. Just downloading and running that tool w/o making any changes does
not touch the system. Try the System Restore tool in order to fix the
problem.
 
Go to start, then run.

Copy and paste: MSIEXEC /UNREGISTER

... then press enter.

Copy and paste: MSIEXEC /REGSERVER

... press enter again.

Hope it works.
