I am trying to load the newest version of itunes and quicktime. I am getting
an error message that says I am either running in safe mode or that windows
installer is not running.

What the message doesn't tell me is how to fix the problems. It tells me to
delete programs and reinstall, but without the installer, it won't let me do
that either.

Click Start, Run, and type SERVICES.MSC. In the right pane, right-click Windows Installer, and then click Start. Also, set the service "Startup Type" to Manual.
