windows installer

I am using windows installer 3.1. It is running randomly and takes 2 or 3
minutes to complete. It is trying to connect to a web site.

Does anyone know how to reslove this? Please e-mail me at
(e-mail address removed). This is a real problem

If you're talking about disabling Windows Installer so that it doesn't
connect, try:
Start > Run
type in: services.msc
Look for Windows Installer. If it says Started right-click, Stop. Then
right-click, Properties. In the Properties window, click the drop-down menu,
Disable. Close the window and services.msc, then if it hasn't cleared up,
restart your computer.
