unregister, and then re-register Windows Installer
=================================================
1. Click "Start", and then click "Run".

2. In the "Open" box, type "msiexec /unregister" (without the quotation
marks), and then click "OK".

3. Click "Start", and then click "Run".

4. In the "Open" box, type "msiexec /regserver" (without the quotation
marks), and then click "OK".

If that doesn't work...follow the instructions on the Article:

"Error 1719. The Windows Installer service could not be accessed" error message when you try to add or remove a program

Darren,

I read your suggestions, they were helpful but I am still not able to
uninstall or install programs on my XP PRO SP2 PC? I tried all of the steps
the prefetch folder in windows\perfetch. In the article in suggests that
it should be in the c:\ windows\system32\Msiexec. I made the necessary
changes in the Registry to point to c:\windows\perfetch\Msiexec.exe with out
any luck? The only thing I haven’t tried is to install a new Windows
Installer, which in the article MS says that this isn't necessary.

Please advise,

Thanks

steve

Darren,

newsgroup including Article ID:315346 - Method 1. Re-Register the Windows
Installer & Method 2. Reinstall the Windows Installer.
Still telling me- "The Windows Installer service could not be accessed etc" >
An event was unable to invoke any of the subscribers >Could not write value
to key HKEY_LOCAL_MACHINE\SOFTWARE\CLASSES\.MSI. Verify if you have
sufficient access etc > Internal Error 2744. Reg Server,
C:\WINDOWS\system32\msiexec.exe,/regserverCA

Please advise

Have tried all these helpful hints for windows install and access is till
denied. Any other ideas? Done all the unregister\reregister\restart\command
prompt and all that, still nothing

I am having the same exact problem. Windows Installer will not complete an
update or an installation. I did a msconfig to learn that Windows Installer
is Disable. Also, I have Windows Installer 4.5 on my system. Scared, don't
know what to do. Want to try the Unregister and Regserver, without the
Quoations. Please Advise.

Clean up the machine and get it up to date. Follow all the directions,
step-by-step, through to the end.

Download/Install the latest Windows Installer (for your OS):
( Windows XP 32-bit : WindowsXP-KB942288-v3-x86.exe )
http://www.microsoft.com/downloadS/...6F-60B6-4412-95B9-54D056D6F9F4&displaylang=en

Reboot.

Ignore the title and follow the sub-section under "Advanced Troubleshooting"
titled, "Method 1: Reset the registry and the file permissions"
http://support.microsoft.com/kb/949377
*will take time
(** Ignore the last step - will assume you *have* SP3 already...)

Reboot and ...

Download/install this:
http://support.microsoft.com/kb/290301

After installing, do the following:

Start button --> RUN --> type in:
"%ProgramFiles%\Windows Installer Clean Up\msizap.exe" g!
--> Click OK.
(The quotation marks and percentage signs and spacing should be exact.)

Download, install, run, update and perform a full scan (separately) with the
following two applications (freeware versions are the ones to use for this):

SuperAntiSpyware
http://www.superantispyware.com/

MalwareBytes
http://www.malwarebytes.com/

After performing a full scan with one and then the other and removing
whatever they both find completely, you may uninstall these products,
if you wish.

Download and run the MSRT manually:
http://www.microsoft.com/security/malwareremove/default.mspx

Reboot.

Download the latest version of the Windows Update agent from here (x86):
http://go.microsoft.com/fwlink/?LinkID=91237
.... and save it to the root of your C:\ drive. After saving it to the root
of the C:\ drive, do the following:

Close all Internet Explorer windows and other applications.

Start button --> RUN and type in:
%SystemDrive%\windowsupdateagent30-x86.exe /WUFORCE
--> Click OK.

(If asked, select "Run.) --> Click on NEXT --> Select "I agree" and click on
NEXT --> When it finishes installing, click on "Finish"...

Reboot.

Then follow the instructions here:

How do I reset Windows Update components?
http://support.microsoft.com/kb/971058

Reboot.

CHKDSK
How to scan your disks for errors
http://support.microsoft.com/kb/315265
* will take time and a reboot

Defragment
How to Defragment your hard drives
http://support.microsoft.com/kb/314848
* will take time

Reboot...

Log on as an user with administrative rights and open Internet Explorer
and visit http://windowsupdate.microsoft.com/ and select to do a
CUSTOM scan...

Every time you are about to click on something while at these web pages -
first press and hold down the CTRL key while you click on it. You can
release the CTRL key after clicking each time.

Once the scan is done, select just _ONE_ of the high priority updates
(deselect any others) and install it.

Reboot again.

If it did work - try the web page again - selecting no more than 3-5 at a
time. Rebooting as needed.

The Optional Software updates are generally safe - although I recommend
against the "Windows Search" one and any of the "Office Live" ones or
"Windows Live" ones for now. I would completely avoid the
Optional Hardware updates.

Seriously - do all that. This is like antibiotics - don't skip a single
step, don't quit because you think things will be okay now - go through
until the end, until you have done everything given in the order given. If
you have a problem with a step come ask and let someone here get you
through that step. If you don't understand how to do a step, come back and
ask here about that step and let someone walk you through it.

Then - when done - let everyone here know if it worked for you - or if you
have more issues.

In step two, change registry, file permission. once I follow on screen
instructions using cmd to make changes to registry, permissions and group, do
I just close the window and reboot? Because a screen is present, Automating
Security. What do I do? It seems that I have Cmd a Security Edit to a
Default setting. I understand the need to Remove the file permission/group,
security that has negatively effected system must be removed. Gives info for
Secedit. I will just close and Reboot, that is Stanley's instruction. I
have written the command line from the Second Step.

The last name reference again. Weird. I have been informed that is how
some places work - but when I give the name FIRST LAST, you'd figure people
would get it. ;-)

When you follow the instructions:

They are (ESSENTIALLY):

1. Download and then install the Subinacl.exe file. To do this, visit the
following Microsoft Web site:
http://www.microsoft.com/downloads/details.aspx?FamilyID=e8ba3e56-d8fe-4a91-93cf-ed6985e3927b
2. Start Notepad.
3. Copy and then paste the following text into Notepad.

cd /d "%ProgramFiles%\Windows Resource Kits\Tools"
subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f
/grant=system=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f
/grant=system=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f
/grant=system=f
subinacl /subdirectories %SystemDrive% /grant=administrators=f
/grant=system=f
subinacl /subdirectories %windir%\*.* /grant=administrators=f
/grant=system=f
secedit /configure /cfg %windir%\repair\secsetup.inf /db secsetup.sdb
/verbose

(7 lines...)

4. Save this Notepad file as Reset.cmd.
5. Double-click the Reset.cmd file to run the script.
Note This script file may take a long time to run. You must run this script
as an administrator.

Explained in more simplistic terms...

You download and install the SUBINACL application. You create a text
document (saved with the .cmd file extension instead of the .txt file
extension) with the given seven lines - this is a batch script. Be sure you
copy/paste from the web page - do not do it manually. You double-click on
that newly created batch script to run it. You allow it to run. When it
finishes - it will tell you/likely close. It will take a *long* time. When
it is done and has been closed, you reboot and continue the instructions...

Want a little less interactive...? Create the batch script as described,
start it running and leave your computer alone for about an hour. Then come
back - check on it and see if the command prompt is open or closed - if
opened - is anything changing? If it is not open and/or nothing changes
(text) for about 5 minutes - then reboot the computer and continue the
instructions. If the command prompt is still opened and things are still
changing - repeat every hour thereafter until it finishes - then reboot and
continue the instructions.

First, I would like to Thank You, S. Stanley and the entire group for your
effort. However, I have only attempted the first two steps of approximately
ten. I cannot get pass the second step, change registry, did that, rebooted.
The third step, which requires a download of an updated versions of Windows
Installer Cleaner: http:// support.microsoft.com/kb/209301, cannot be
performed because the Windows Installer Cannot be Accessed, due to error in
its installation. In Step Two: Change Registry, Permission File/group
Security Edit. http:// support.microsoft.com/kb/949377. Brought up a Window
which would have allowed me to Anaylze the Security Settings, Create a
template for the locale security settings. At that point, I just rebooted
and went to the Third Step. Nothing seems to work. I thought at step Two,
Changing Security Settings to Default settings would help to release the
Security group settings or Permission that caused the Windows Installer not
to operate. If I cannot install the programs you recommend, the problem
still exists.
Again, Thank You.

Shenan,
I must be clear, the Windows Installer dialog window appears during a
download, but it does not Install. I cannot download and install the
Subinacl.exe file because the installer Wont work. This is the problem
getting the Windows Installer to function. I will receive the same message
"Cannot Access the Windows Installer, "
Step One, Step Two must correct the Windows Installer incorrect
installation, before anything else can be done or performing an Installation
of any kind.

To clean and update my computer system is fine, as long as I can Install
updates using Windows Installer 3.0, 3.1, or 4.5 but none these installers
seem to operate and function properly, So everything else is Moot. Msconfig,
Adminstrative Tools, have WI stopped. My Firewall configuration has Windows
Installer as Running.
