"Windows Installer Services"

After trying to install my new printer, I kept getting the
same error "Windows Installer Servies" cannot be
accessed. The Windows Installer may be running in safe
mode or Windows Installer may not be installed correctly"
Apparently, I can't install, uninstall anything.
Instructions from Microsoft tells me to re-register my
registry and then re-install my Windows Installer. But
nothing works still. My computer doesn't like me....What
do I do?
