Windows installer serious problem!

Basically i=when i go to install a program i have to wait AGES before the installer actually starts installing, about 20 minutes or so, and the same goes for unistalling, ive had this problem in the past with a different computer of mine so i formatted, and yes i have all the windows updates and product updates etc any help would be excellent ! thanks!
 
Do you have the Media Center Computer?
