Windows Installer No Longer Runs

As a result of applying service packs 3 & 4, windows
installer no longer runs. The registered service
(msiexec.exe) references a path to a folder that no longer
exists in the WINNT folder so the service cannot run.

I tried to install windows installer (2.0) using
InstMsiW.exe but it reports that the service is already
installed. This is after removing the reference to msiexec
using regedt.
What gives?
 
Okay, when I do rename it, And I either refresh that
window or do a new search on my hard drive for msiexec.exe
it finds it again (not renamed)
That's what happened when I tried deleting it too, it just
refreshes itself.

Any more suggestions?
