Windows Installer Error

I can't uninstall or install anything b/c anytime I do a message saying:
"The Windows Installer Service could not be accessed..." pops up. I am the
Administrator of a Windows XP Professional system. I wanted to download the
windows Installer executable installer, but I can't find it on the Windows
website. How do I fix this?
