Windows Installer corrupted

I have a fresh install of windows XP Pro. As soon as I
attempt to load a piece of software that uses an MSI
installer, windows complains that it's not a valid
installer package.

I need to re-install the "windows installer" component of
xp somehow. I've tried to track it down on the microsoft
page for download to no avail, I have found one for every
version of windows (minus xp).
