Windows freezes after double clicking icons

I am running Win XP Pro on a relatively high-powered PC.

Whenever I try to open anything by double clicking on it,
the system freezes. After a while I have to Ctrl+Alt+Del,
and the program I double-clicked will say "Not
responding". I have to "End Task" that program, close the
Task Manager, re-double-click that program and ONLY THEN
the program runs as normal.
Initially I had to do this only for "My Computer" from
the desktop, but more and more programs are having this
problem (including Explorer!). It is getting irritating
having to keep on double-clicking, Ctrl+Alt+Del, End
Task, close Task Mgr, re-double clicking just to open a
program.

My AV is well updated, no worries on that front.

Anyone faced this before?

1. Does it happen the first time you dbl click My Computer after turning on the computer.

2. Monitor the Applications and Processes tab in Task Manager (r/c a Application then choosing Go To Process will, you can guess).

Many things are explorer, some control panel items, the Control Panel itself, My Computer, Start Menu, Taskbar, System Notification area, Desktop (just a folder window of a size a bit bigger than your screen with a transparent background), and Internet Explorer uses Explorer.

In Start - Control Panel - Folder Options - View, enable Launch Folder Windows in Seperate Process. Now the following should happen
One Explorer.exe process should now exist. This is the Taskbar and Desktop. When you open one or more windows a second explorer.exe process will now exist. However if a explorer is invoked with the /root switch then it and any others will go into a third process.

So with no explorer windows open there should be one explorer.exe in process. Just before it hangs, ie just before you dbl click, check that this is the case.

3. Of course the above is nonsence if it applies to non explorer programs. But the samples you gave are all the same program - explorer.

PS you can have more than 3. But you should only be seeing 1 or 2.
