I can't start the Windows Firewall at all. What are the dependant services

It's possible that Norton Internet Security, which has its own
firewall, has disabled the "Windows Firewall/Internet Connection
Sharing (ICS)" service. Running more than one firewall at the same
time can cause problems with network and Internet access, and the
Windows Security Center specifically says not to do it.
The "Windows Firewall/Internet Connection Sharing (ICS)" service
depends on these services:
Network Connections
Windows Management Instrumentation.
Network Connections depends on Remote Procedure Call (RPC). Windows
Management Instrumentation depends on Event Log and Remote Procedure
Call (RPC).
Are there any messages about the firewall service in Event Viewer?
