I would like to confirm the following information with you.
1. What is the software you use?
2. What is the port the software use to create incoming connection?
3. Does the problem occur on all the software or just this certain software?
4. Please check the following registry key.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\SharedAccess\Parameters
\FirewallPolicy\StandardProfile\AuthorizedApplications\List
Is the software list there?
In addition, I would like to recommend that you download and install
ActiveSync on your computer to check if it works properly in the Exception
list.

Subject: Windows Firewall Bug? Can't Remove Programs from Exception

I can't remove the exceptions from the list for a program I added via the
pop-up. I can select them in the exception list and select "Delete"
and
they will disappear. If I select OK and then open the Firewall
exceptions
again they are gone, however if I open program again they go right
back and
I'm never prompted.
I think ideally, you would want to remove the Program Exceptions,
then when
the program is opened again, it should prompt you.
