Windows Failure

My other computer has critically been impaired. When it is turned on, I recieve this error:

"A problem is preventing Windows from accurately checking the license for this computer. Error Code: 0x800700C1"

After clicking either the "ok" or the "x" it brings me to the user selection window where I can click "user" and return to the error, then back to this screen. Or either choose to turn off, restart, or put on standby the computer. I cannot get onto the harddrive to run norton or any other service program to try solving this. To further the problem I cannot find the system restore cds, and now am not sure it came with any in box. I have been using this emachine for a little over a year and have never encountered such a problem before. How do I fix this?

You may try starting your computer in 'Safe Mode'. For options, click F8 as computer starts up.
