Windows Explorer open 2 tabs in IE7

Does anyone know why windows explorer opens 2 tabs with the same page in IE7
after I selected a link in my favorites menu?
Note: this happens in *windows* explorer, not *internet* explorer.

So let me clarify, or talk(type) out loud...

When you open WINDOWS explorer, it launches INTERNET explorer with 2
tabs open to the same page.... right?

If not, please clarify...
 
Apologies for not being clear. Let me try again.
WINDOWS Explorer is already open. I open the Favorites menu in the menu bar
(File/Edit/View/Favorites/Tools/Help) situated near the top of WINDOWS
explorer just below the title bar.
Than I select one of the menu items that points to a web page.
This will launch INTERNET Explorer with 2 tabs pointing to the same page I
selected in WINDOWS explorer. If INTERNET explorer was already open, it will
add 2 tabs.

It's a known bug and the IE and Windows teams are (now) aware of it. (This
was supposedly patched in Feb-07 for IE7 running in Vista, but...)
