If the "F11" does not bring back the menu-bars, try this .reg fix:
http://www.angelfire.com/dragon/sramesh2k/reg/IEToolbar.reg
Deletes the following registry key; Resets Toolbar, Addressbar positions to
defaults. Restores hidden/missing bars:
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar
(Resets Windows Explorer, Shell Browser & IE Toolbar placements)

How can we get the Menu Bar and Toolbar back at the top of
the Windows Explorer window? They "disappeared" on one of
the 16 PCs in our computer society's learning center.
