Windows Explorer menu has disappeared

The Windows Explorer file menu on one of our computers has disappeared. What
shows up instead is the Windows logo surrounded by white space. This appears
above the explorer icons and folder display/entry areas. Right-clicking and
double-clicking in that or any other area does nothing. I've tried to track
down solutions on Google, especially any put out by Microsoft support, but
none (including those suggesting registry and policy-related changes) have
worked. The IE 7 file menu shows up and works just fine. It's only Windows
Explorer that doesn't appear. I'm running Windows Professional XP SP2. Any
help would certainly be appreciated.

What changes were made to the system right before this problem developed?
Have tried a system restore to a date right before the problem started?

Actually, the menu has been gone for a while--I don't know exactly
when the problem was first noticed so I never tried to do a system
restore. I was hoping there might be a less painful way of recovering
the menus. It's mostly a nuisance. I don't think there's anything
we can't do using some other method.

Thanks very much. I tried that one before posting (one of several
registry suggestions I've run across, none of which so far have
worked). The missing menu problem actually affects all users of
the computer (including administrator). I don't know if that helps.
