When using a shortcut to a folder, what controls
whether or not the folders frame displays? On
one machine just the name frame appears but
on another machine both the folder and name
frame appear. How is this behavior controlled?

This is determined by the default action of a folder when it is double
clicked. You'll notice when you right click any file (or a folder), there
is a list of actions to perform. Whichever action is bolded is the default
action, which for a folder, is typically "open." If the default action is
set to "explore," that will give you the two panes. Someone must have
customized this on that machine, as "open" is the default default.

One way to change the default action to "explore" is to:

1. Open Windows Explorer
2. Click Tools
3. Click Folder Options
4. Click the File Types tab
5. Scroll to "Folder" (In the alphabetic file extension list, it shows up
as N/A.)
6. Click Advanced
7. Click on "explore" in the "actions" box.
8. Click on "Set Default."
9. Click OK
10. Click Close
11. Double click folder on your desktop if there is one, and it should open
in explorer view.
