Windows explorer Application Error

every time I try to start windows explorer, i get an Application error that
says "Memory could not be read". Is there any way to fix windows explorer?

Boot to the Safe Mode and see if this happens there as well. If no,
check what is running in the background when in Normal Mode to find
out what software is causing this.
