Windows Explorer and Internet Explorer

When using Internet Explorer, and want to download anything, a problem report
comes on and I have to close all instances of IE that I have open.
That might be acceptable if when I opened IE again, it would automatically
go to the web page that I was on,but it doesn'[t do that, and I have to go
through process again. I solved that by using FireFox.
Everytime that I try to inspect files in windows, a problem report pops up
and I have to close windows explorer, and this time it takes the whole
desktop with it.

Is there anyway for you to fix both problems so I may use them again?
