"WINDOWS ERROR" please help

Wallpaper is disabled, cant change or assign wallpapers for the desktop.
Instead it is overiden by a "WINDOWS ERROR" message.

It states:
"System has detected spyware activity. Some system functions are blocked out."
"Windows recommends you clean your PC with a spyware removal tool."
"This has to be done as soon as possible to prevent loss of data."

Is this an actual Windows error?

If it is, how do i fix it?

That is not a normal Windows error message.

Did you get this message while you were visiting web sites? It sounds
like a promo tool for one of the many scumware products that
masquerade as spyware removal programs.

To check for possible spyware on your computer use MVP Jim Eshelman's
