Are you running the beta IE7? "Beta" means software that isn't finished yet
and is still in the bug-checking phase so glitches are to be expected. If
this is your case, then post in the newsgroup specifically set up for this
beta program:

microsoft.public.internetexplorer.general

You will get better responses if you make your post more detailed:

That's not the original error message since there is an import function
missing rather than a file. Such error messages are pretty common when
having BETA software (eg. IE7 BETA) installed. Note: The latest official
release of WININET.DLL (6.00.2900.2904, updated with IE 6.2) does *not*
have that missing import.

I am running Windows XP Home Edition, Internet Explorer 6.0. I get this
message when;(for example) when I click Windows help from the start menu, or
when I click on my Nortin Antivirus 2006. The message reads( The procedure
entry point InternetGetSecurityInfoByURLW could not be located in the dynamic
link library WININET.dll.

Googling for the error only brings up a few links mostly referring to IE7,
which is why I thought you might have it. Since wininet.dll contains
Internet functions used by Windows and it is one of the favorite malware
targets, I'd start troubleshooting by determining if the computer is really
clean. Just having NAV 2006 isn't enough, particularly because you say you
can't run it.

Go through these general malware removal steps systematically -

I'd include a scan with either Sysclean or David Lipman's Multi_AV, too.

http://www.ik-cs.com/programs/virtools/Multi_AV.exe - Multi-AV download
http://pcdid.com/Multi_AV.htm - additional Multi_AV instructions

If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a professional computer repair
shop (not your local version of BigStoreUSA).
