after shuttin my computer down one night , the next day i wanted to start my
computer but an error message sayin windows cannot function due to
hardware/software changes.
i have tried last configaration method and the "roll system back" method
under command prompt, however there is no restore date avaliable!
i can only run my system in sfe mode but certain programs can not run, so
would like to return to my normal settings

You can try, enter in safe mode, enter as administrator, install xp cd,exit
the info screen,go to run, type:cmd In cmd type:Sfc /Scannow When its
thru,type:CHKDSK C: /F Agree to restart,type:EXIT Restart computer,
remove xp cd.

I cannot find a single reference anywhere to an error message that
includes the text "windows cannot function due to hardware/software
changes".

Are your certain that is the actual wording of the error message and
that you have not rephrased it? If you are seeking help with an error
condition or similar problem then it is essential that you provide the
*verbatim* text of the error message(s), exactly as it is on the
screen.

There are tens of thousands (at least) of different possible error
messages and in some instances it is the presence or the absence of a
single word in the message text that is the critical clue as to the
cuase of the problem.

Good luck
